Tank-farm construction: performance evaluation methods for soil improvement and tank-farm construction

This article discusses the performance evaluation methods of soil and tank behavior during a soil-improvement program. The object of the article is to outline simple and rational procedures, based on sound theories and experience rather than present theories. Sound and practical evaluation procedures are required in order that soil-improvement programs can be completed within a reasonable schedule, and without compromising the structural safety or operational efficiencies. The state of the art in soil-improvement technology has made several methods available which can be used to significantly reduce the capital expenditure in tank farm construction. A thorough costbenefit evaluation must be made, and construction management must include a competent geotechnical engineering input. In using the innovative soil improvement approaches, tank-soil interaction must be studied on a regular basis to ensure that tank-soil system is stable, and that resulting settlement is not promoting shell overstressing, bottom rupture, ovality, roof binding, or cracking of ringwall foundation. At the present time, performance evaluation methods are not standardized. Therefore, a considerable amount of sophisticated engineering judgment must be employed.
