Institutional interactions in the development of the OCRWM transportation program
The office of Civilian Radioactive Waste Management (OCRWM) Transportation Program relies heavily on its network of institutional interactions to provide meaningful dialogue and feedback on issues of mutual concern. Network parties who are engaged in transportation institutional interactions provide information to the OCRWM program and allow the OCRWM to provide information to a wide range of interested parties. Institutional parties include Congress, other federal agencies, the electric utilities, transportation carriers and shippers, cask designers and fabricators, independent review bodies, technical groups, and national/regional governmental interest groups. The OCRWM transportation institutional program works to satisfy regulatory requirements and to identify and resolve policy and technical issues during the planning and implementation of the OCRWM transportation program. The identification and resolution of issues are facilitated by close interaction with interested parties early in the policy development process, thus enabling clear communication of policy results.
