The OCRWM transportation institutional program interactions with participating parties

The Nuclear Waste Policy Act (NWPA) of 1982 established a program for the permanent disposal of spent nuclear fuel and high-level radioactive waste to be directed by the US Department of Energy (DOE). The transportation of the waste to NWPA facilities will be visible to more states than the disposal of the waste. The transportation institutional program is working to foster cooperation and resolve issues with interested parties to prepare for shipments to begin. This paper provides a description of the parties interested in the development of the Office of Civilian Radioactive Waste Management (OCRWM) transportation program, discussion on the current institutional issues of interest to those parties and how OCRWM is working to resolve the issues, and a summary of OCRWM's preliminary draft strategy plan for implementing the requirements of the Nuclear Waste Policy Amendments Act (NWPAA) of 1987 to provide technical and financial assistance to local and tribal governments for training related to emergency situations and routine transportation.
