Lenient scrubber policy could delay new plants

The possibility that the Environmental Protection Agency's (EPA) New Source Performance Standards may not require all new coal-fired power plants to have scrubbers may mean that the licensing process will be extended and new plant construction delayed as much as ten years while utilities learn to cope with the new regulations. New ''hazardous pollutant standards'' and the requirements of the 1977 Clean Air Act Amendment, restricting new air quality deterioration make it difficult for utilities to site new facilities unless full scrubber equipment is included. The EPA is considering lenient scrubber requirements because of cost factors and to promote the use of western coal. In spite of new regulations, EPA spokesmen see room for utility growth.
