Coal and the Clean Air Act

Mr. Costle says that the Clean Air Act, which requires EPA to take steps to protect and enhance national air quality, is not an obstacle to construction of or conversion to coal-fired power plants. Several provisions of the 1977 Clean Air Act Amendments will affect coal-fired plants: nonattainment; prevention of significant deterioration; national ambient air quality standards; and new source performance standards. These amendments were intended to balance energy, environmental, and economic needs. Despite initial high investment for conversion of oil-fired boilers to coal, combined with an SO/sub 2/ scrubber, the coal plant will operate more economically than an oil-fired plant, resulting in a long-term economic advantage. A comparison of annualized costs of an oil plant converted to coal with the operating costs of an existing oil plant is tabulated. (JGB)
