Guide for developing a hydro plant relicensing strategy: Volume 1, Major issues and R and D needs: Final report

Since the late 1970's, the licensing of hydroelectric power plants has become an increasingly complex, time-consuming, and costly process. In October of 1986, a new law that focused on the relicensing issue exacerbated this situation by completely changing the process and requirements for licensing a hydro project. The law was passed as many utilities that had not been involved in the FERC licensing process in many years were in the planning stages for relicensing their existing older hydro projects. The objective of this study is to provide a guide that will help utilities through the process of relicensing their hydro facilities. The study is organized into two parts. Volume I presents a synopsis of the new law and then discusses the legislative mandates provided in the law, the relicensing issues and concerns raised by the law, the implementation of key provisions of the law by FERC, and the differences between licensing and relicensing. Some research opportunities for EPRI are also suggested. Volume II provides a comprehensive guide for relicensing a hydro project.
