EPRI releases report on project relicensing

The Electric Power Research Institute is working to help utilities with hydroelectric projects successfully navigate the relicensing process as it exists following the Electric Consumers Protection Act of 1986. That act was designed to increase the overall net public benefit from water resources. EPRI sponsored and recently completed an analysis of new licenses for the 39 hydro projects relicensed by the Federal Energy Regulatory Commission from 1984 through 1989. EPRI's objective for the analysis: provide utilities just beginning the relicensing process with insights and lessons learned from recent relicensing decisions. During a four-year period that runs through 1993, almost 200 relicense applications representing over 2,200 MW of capacity have been, or will be, filed with FERC. Utilities own and operate 70 percent of these projects. Richard Hunt Associates of Annapolis, Md., performed the review and analysis for EPRI and prepared an interim report, Lessons Learned in Hydro Relicensing (1984-1989) Trends, Costs, and Recommendations. EPRI plans for the 72-page report, released during the summer, to be updated periodically. Hunt Associates analysis of relicenses issued by FERC from 1984 through 1989 included 27 post-ECPA relicenses for 1987 through 1989. The relicenses were studied to document major issues of concern expressed by resource agencies and FERC. The contractor also documented special articles in the relicenses that required post-license actions and open-ended actions in which FERC reserved the right to make future changes throughout the life of the license.
