We have calculated the pseudoscalar decay constants using the relativized quark model. We find {ital f}{sub {ital D}}{congruent}240{plus minus}20 MeV, {ital f}{sub {ital D}{sub {ital s}}}{congruent}290{plus minus}20 MeV, {ital f}{sub {ital B}}{congruent}155{plus minus}15 MeV, {ital f}{sub {ital B}{sub {ital s}}}{congruent}210{plus minus}20 MeV, and {ital f}{sub {ital B}{sub {ital c}}}{congruent}410{plus minus}40 MeV where the errors'' are our estimates of the reliability of the results. We used these values to study the Cabibbo-Kobayashi-Maskawa matrix elements. In particular, we combined our theoretical estimate of {ital f}{sub {ital B}} with the ARGUS/CLEO result for {ital B}{sup 0}-{ital {bar B}} {sup 0} mixing to study the relation between {vert bar}{ital V}{sub {ital t}{ital d}}{vert bar} and the {ital t}-quark mass. Recent measurements of {vert bar}{ital V}{sub {ital b}{ital c}}{vert bar} and {vert bar}{ital V}{sub {ital b}{ital u}}{vert bar} constrain {ital m}{sub {ital t}}{approx gt}70 GeV.
