A discussion covers the updating of international rules regarding indemnification of victims of oil pollution caused by navigation accidents, including the major provisions of the 1969 Convention which transferred the responsibility and financial liability for the pollution to shipowners regardless of fault on their part, and of the 1971 Convention, which determined the conditions for supplementary compensation to be paid by ship load owners when the extent of damage exceeded the indemnity level ensured by the 1969 Convention; and likely future changes in the rules concerning large-scale accidents.
