Energy policy makers and economists in Washington and elsewhere provide sound justifications for policies that support energy efficiency. There is an enormous need for energy products and services, especially in developing nations and countries making the transition to market economies. International markets cannot be regarded as a homogeneous block, and while it is difficult to generalize about highly segmented and differentiated markets, it can be said that the energy efficiency market is driven by five factors. They are: general economic conditions; government policy framework; availability of financing; trade and investment policy status; and industry structure. Using the market drivers mentioned above, a market screening for Latin America is presented.
