Factor transportation planning into plant-siting decisions to minimize fuel-delivery cost

The different coal transportation modes available for power plants are reviewed. They include rail, barge, truck and slurry pipeline,. The effects of the Staggers Rail Act which attempts to deregulate railroad rates and can mean higher operating costs are examined. The advantages of transportation modeling are pointed out.
