We obtain the constraints on the Cabibbo-Kobayashi-Maskawa matrix elements and on the charged-Higgs-boson parameters in the two-Higgs-doublet model. Using these we find that the branching ratios for the direct {ital CP}-violating contributions to the rare decays {ital K}{sub {ital L}}{r arrow}{pi}{sup 0}{ital e+}{ital e{minus}} and {ital K}{sub {ital L}}{r arrow}{pi}{sup 0}{nu}{bar {nu}} vary in a wide range. The 90% C.L. upper bounds for the {ital CP}-violating branching ratios are significantly enhanced relative to the standard model, which could reach 5{times}10{sup {minus}11} and 4{times}10{sup {minus}10}, respectively. We also find a possibly large {ital T}-violating observable in {ital K}{sup +}{r arrow}{pi}{sup +}{mu}{sup +}{mu}{sup {minus}}.
