The author presents a concept which provides for energy development in the USSR. This new concept complies with the requirements of accelerated socioeconomic development in the USSR, guaranteeing that the demands of the country for energy resources will be met and providing for the required increase in labor productivity through higher electric power availability per person. According to this analysis, energy conservation should become a core of Soviet energy policy.
