The authors report on the air toxics program in Texas. It is an integral part of the Texas Air Control Board's (TACB) activities to prevent and control air pollution. The TACB has general legal authority under the Texas Clean Air Act, which prohibits emissions of air contaminants that are injurious to health and property, establishes an appointed air pollution control board, and gives that board the authority to promulgate administrative rules pursuant to the legislation's intent.
