Evaluation of non-criteria air contaminant impact on Texas

The Texas Air Control Board conducts thorough reviews of permit applications to ensure that emissions from new or modified sources do not result in adverse effects on public health or welfare. Over a period of several years, this review process evolved into a simple yet effective system involving the TACB Permits Division and the Effects Evaluation Section. The latter uses a case-by-case review system, rather than formally-established standards to ensure thoroughness, fairness, and flexibility in its health effects reviews. The review system does not slow permit-processing time; in some cases the time is decreased because of pre-application conferences with Effect Evaluation staff. The staff uses a variety of information sources in order to maintain state-of-the-art knowledge of the field of air pollution toxicity.
