The authors report on the Staten Island/New Jersey Urban Air Toxics Assessment Project. The purpose of the project is to provide information about the toxic substances in the ambient air in the project area, the exposures to the population they represent relative to those experienced elsewhere, and their possible sources. To provide some of the data necessary to accomplish this, an extensive air monitoring program has been initiated. This paper describes the monitoring network design, the various methodologies being used by the agencies involved, and the special quality assurance procedures that have been developed.
