Fourteen witnesses spoke during two days of hearings on whether plans of the Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA) to hold a utility exercise at the Shoreham reactor without state and local government participation in appropriate. The courts found no legal authority for the exercise, which led to the denial for a license for the Shoreham facility. For the NRC to proceed with the test would cost nearly $300,000 for a test that has neither technical nor legal backing. Members of the NRC and FEMA and representatives of New York State testified on this and on the resignation of Frank P. Petrone, former Regional Director of FEMA, over the issue.
