The Chemical Emergency Preparedness and Prevention training course is designed to assist communities worldwide with planning for and preventing chemical emergencies. The course was developed as part of a national initiative to share areas of technical expertise with developing countries. PRC Environmental Management, Inc. (PRC) was asked by the Chemical Emergency Preparedness and Prevention Office (CEPPO) and the Office of International Activities (OIA) of the US Environmental Protection Agency (US EPA) to develop training modules for international audiences. The course content reflects the experience of 3,400 local emergency planning committees in the US, as well as guidances prepared by the US National Response Team, CEPPO, and the United Nations Environment Programme (UNEP). Portions of the course were presented in India and Thailand in October 1993 during three workshops sponsored by the US Agency for International Development and the World Environment Center. The information gathered from the workshops influenced the selection and development of instructional strategies and course content.
