In the early part of 1988, in response to a request from the US Department of Energy's (DOE) Office of Energy Emergencies, the National Research Council formed the Committee on State and Federal Roles in Energy Emergency Preparedness. This committee was charged with providing an independent assessment of the current arrangements among federal, state and industrial units for planning for and managing energy emergencies, and with recommending courses of action that DOE and the states could take to improve the overall level of energy emergency preparedness in the United States. 27 refs., 3 tabs.
