Consolidated emergency preparedness system for the Department of Energy. Final report

The purpose of this study is to assist the Division of Strategic and Contingency Planning (DSCP) in refining, expanding, assessing and implementing an Energy Emergency Planning System (EPS). This research effort has explored the ramifications of choosing a management course substantially different than the recent DOE decision to separate the Federal Emergency Management Agency (FEMA)-related national emergencies from the variety of energy-related emergencies which form almost a routive part of DOE's daily business. This TASC (The Analytic Science Corporation) program, nonetheless, provides some useful considerations relative to following an alternative course. The TASC program support effort has concentrated on the following areas: Development of an overall framework within the Department of Energy which will bear substantial emergency preparedness responsibilities, both to the federal government and the nation; Analysis of the relationship between the DOE/Emergency Coordinator (EC), the overall Emergency Preparedness (EP) system, and the DOE Policy, Programming and Fiscal Guidance (PP and FG) management system; Assessment of the scope and magnitude of the EC function as they are currently defined by various statutes and directives, and the implications of transferring the EC function to Assistant Secretary for Policy and Evaluation (PE); Assessment of current EC efforts, including the EC's role in ongoing departmental emergency preparedness activities. Recommendations to improve the effectiveness of departmental emergency preparedness efforts. (ATT)
