GAO urges compulsory conservation

The General Accounting Office (GAO) is recommending legislation to change the voluntary industrial conservation reporting program to include some mandatory features. The proposal specifies a cooperative industry-DOE program in which DOE will set conservation goals and milestones for each industry and industry will be required to make the operational, process, and equipment changes necessary to meet those goals. Mandatory features could include efficiency standards for equipment, noncompliance fines or court injunctions, and tax credits. A disappointing impact from the present voluntary program led to the GAO proposal, which emphasizes better systems for data gathering and goal setting. GAO feels most conservation success has been due to low-cost housekeeping and that industry should be challenged to make cost-effective capital investments.
