Home builders urge restudy of building energy standards. [DOE's building energy performance standards]

The National Association of Home Builders is urging Congress to set up a pilot program to test DOE's proposed building energy performance standards (BEPS) for cost-effectiveness and energy savings before they take effect. The home builders are concerned that the BEPS energy budgets, which are specified for 19 building types in 78 climate zones, will add thousands of dollars to construction costs without being adequately tested and without considering maintenance, depreciation, educational, and other related costs or giving credit for alternative techniques. A survey of home builders shows that they are already incorporating extra insulation and energy-conservation features. (DCK)
