Boston Edison issues RFP for 200 MW of 1992 capacity

Boston Edison's Request for Proposals (RFP) for 200 MW of new capacity complies with the new Massachusetts rules for competitive bidding. The idea behind the RFP approach is that cogenerators can do the job more cheaply. Top weighting points will go to sales prices and the ability to get by without front-loading, although a fuel diversity credit might make solid fuel projects feasible. The author faults the RFP for important omissions, such as fuel price projections. The low bidder will be selected after bidding closes on May 15, 1987. A companion article presents arguments against using a strictly numerical bidding system. 2 tables.
