Boston Edison first utility to propose scrubbers in oil-to-coal conversion project

Conversion of the New Boston plant from oil to coal will be economic even though the addition of scrubbers will raise the price from $273 million to $467 million. Payback calculations show a fuel savings of one billion dollars between 1987 and 2000. Boston Edison's attitude is in direct contrast to that of Consolidated Edison, which claims that New Yorkers' rates would have to go up to cover the additional costs of scrubbers. (DCK)
