Non-time-critical removal actions under CERCLA -- The development of an EE/CA

The presence of contaminants in river and harbor sediments has sparked the United States Environmental Protection Agency (USEPA) and various potentially responsible parties (PRPs) to join forces in the use of response an Engineering Evaluation/Cost Analysis (EE/CA) as an approach to rapidly assess the various response options for these types of sites. The EE/CA concept was developed under the Superfund Accelerated Cleanup Model (SACM), and is intended to address environmental concerns at a site in less time than typically required for a full-scale Remedial Investigation/Feasibility Study (RI/FS). Specifically, while the typical full-scale RI/FS process can take years to complete, the preparation and submittal of an EE/CA can be completed in less than six months. This paper details the EE/CA concept as developed under SACM and demonstrates its practical application at a ``typical`` site.
