Fast-track field investigations for the Superfund Accelerated Cleanup Model

To make the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) more effective and efficient, the Environmental Protection Agency (EPA) has developed the Superfund Accelerated Cleanup Model (SACM) to streamline many phases of CERCIA. A major component of SACM is increased emphasis on the use of non-time-critical removal actions (NTCRAs) for early risk reduction at sites that warrant action, but would receive no immediate attention through the lengthy remedial process. NTCRAs require the preparation of an Engineering Evaluation/Cost Analysis (EE/CA), which is the removal action equivalent of the Remedial Investigation/Feasibility Study (RI/FS) performed for remedial actions. Several SACM acceleration tools make the EE/CA more efficient. However, SACM designates no specific method for acceleration of the field sampling investigation. This paper provides an overview of the SACM process and uses a case study sampling investigation, performed by BLACK and VEATCH Waste Science, Inc., to show that field analytical methods, when combined with an iterative sampling procedure, can effectively accelerate an EE/CA sampling investigation.
