New Euratom/US nuclear cooperation agreement - Do we need it

The Agreement of Cooperation between Euratom and the United States was signed in 1958 and will expire on December 31, 1995. The agreement serves to promote the development of the peaceful use of nuclear energy within the European Community (EC) by cooperation in research, technology transfer, and deliveries of nuclear materials and facilities. At the time the agreement was made, it was essentially a declaration of confidence by the United States and a unilateral support of the Europeans. In the early 1970s, the nuclear industry in the EC countries had reached a high level of development; with growing success, it competed with American nuclear industries on the world market, and the EC's pattern of dependency changed. Since 1980, preparatory talks have been held by the EC Commission with the United States about the basic principles of future cooperation. They were initiated by the American Nuclear Non-Proliferation Act (NNPA) of 1978 under which the EC refused such additional negotiations with the United States. The contractual status vis-a-vis the Europeans has thus remained unchanged because the discontinuation of cooperation threatened under the NNPA had been stayed by a presidential waiver, which is renewed every year. The association of German fuel cycle industries, which is cooperating closely with the fuel cycle industries of the EC, has evaluated the current situation regarding the Agreement of Cooperation. Based on their significant experience in the past, the fuel cycle industries concerned are reviewing reasons why continued Euratom-US cooperation is important beyond 1995.
