The Agreement impacts exports to Euratom countries of nuclear material and technology, and US approval of third party transfers of US-origin material, including Japanese reprocessing, to Euratom countries. The US Nuclear Non-Proliferation Act, requiring more stringent safeguards for US-origin materials, is described as a major issue preventing Euratom countries signing the Agreement. Potential impacts of allowing the Agreement to lapse are described, and actions required for renewal are outlined.
