Telecommunications costs will soar

The break-up of the Bell system into seven regional holding companies ends subsidies for local calls by long-distance service and encourages the deployment of emerging telecommunications technology. The article outlines some of the anticipated rate changes under new Federal Communications Commission rules, especially those involving access charges and surcharges. The impact on utilities will depend on the extent of their long-distance calling and the nature of theirinterconnections. Utilities will have to deal with more than one telephone company and with a multitude of telephone service vendors, making it advisable to choose carefully among the competitors. 1 figure.
