Title: Demonstration of new submetering technologies: Final report

Four types of submetering systems were installed in four multifamily residential housing complexes located in New York City. The sites ranged from 100 to 800 units in size and comprised both low-rise and high-rise buildings. Three of these submetering systems fall under the category of new submetering technology. These types of systems are: (1) electronic metering utilizing carrier wave technology for cummunications; (2) electronic metering utilizing dedicated wiring for communications; and (3) hybrid, combining electromechanical metering with an electronic-type communications system. The fourth system installed utilizes conventional electromechanical metering. The objectives of this study include the evaluation of the three new submetering technology systems for such technical criteria as performance, reliability and accuracy, and of all systems for their economic impact by quantifying electrical energy savings at all four housing sites. In addition to the technical and economic considerations, tenant response to submetering is addressed in this study.
