The Idaho National Engineering Laboratory (INEL) and the Joint Research Centre (JRC) at Petten in the Netherlands are coparticipants in experiments related to the development of boron neutron capture therapy (BNCT) for the treatment of brain tumors. As a part of this effort, a series of neutron and gamma measurements was performed on the newly developed, epithermal-neutron beam at the high-flux reactor (HFR) at Petten. Objectives of these measurements were to (a) characterize the unperturbed neutron beam and (b) evaluate the neutron and gamma fields in plastic-head phantoms. Both measurement series are considered essential to the development of an effective patient treatment planning program for BNCT used by the INEL to characterize the epithermal-neutron beam at the Brookhaven medical research reactor (BMRR). This paper presents the results of neutron spectrum measurements in the unperturbed beam and neutron and gamma field measurements inside plastic phantoms. Based on the present work and the earlier BMRR studies, a comparison of the two neutrons beams is also presented.
