The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic fuels plants. The Dow Syngas Project design is a high-temperature entrained-flow slagging type gasifier that began operating in 1987. Dow agreed to comply with existing environmental regulations and to develop an Environmental Monitoring Plan (EMP) incorporating supplemental monitoring in areas of potential environmental and health concern, relative to synthetic fuels facilities. The phases of monitoring in the EMP will test parameters of interest in air, water and solid waste for evaluating plant operations and for establishing a data base of information for resolving environmental uncertainties relative to replication of synthetic fuels plants. The Monitoring Review committee's discussion of monitoring results from 1988 and 1989 is documented in the report.
