The Energy Security Act of 1980 established a program to provide financial assistance to private industry in the construction and operation of commercial-scale synthetic fuels plants. The Dow Syngas Project design has a high-temperature entrained-flow slagging-type gasifier, which began operation in 1987. Dow agreed to comply with existing environmental regulations and to develop an Environmental Monitoring Plan (EMP) incorporating supplemental monitoring in areas of potential environmental and health concern, relative to synthetic fuels facilities. The two phases of monitoring in the EMP tests parameters of interest for air, water and solid waste to establish a data base of information that can be applied to resolving environmental uncertainties relative to replication of synthetic fuels plants. This Report contains discussions of results on operational and comprehensive phase monitoring, compliance activities, a health and safety progress report, and a health team review with the Louisiana Department of Environmental Quality, the U.S. Department of Energy, the Environmental Protection Agency, and Treasury at the September 12, 1991 Monitoring Review Committee meeting.
