This handbook has been prepared to provide DOE safeguards and security professionals with citations from relevant US laws, Executive Orders, and other sources. It updates the US Statutes of General Interest to Security Officers in the Atomic Energy Program, of January 1970. It will also prove useful to others who have safeguards and security responsibilities who need to be able to cite the authorities under which the safeguards and security program operates. The revisions reflected in the present issue of the handbook include principally amendments of the Atomic Energy Act and the Internal Security Act as well as many additions and deletions. The texts of the statutes reproduced in the handbook are not intended to be an exhaustive compilation of federal laws of interest to security inspectors and others in the US DOE, but are intended to reflect those statutes, of administrative as well as penal aspect, which have proved to be of recurrent concern and application. The texts of laws contained in the handbook are presented in the order indicated by the Outline of Contents. Each text is followed, where pertinent, by cross-references to texts of other statutes, and by comments on the application of such laws to the Atomic Energy program. The handbook is also provided with an Index to Definitions and Statutory Concepts, as well as a new subject index and index by US Code number.
