The United States Environmental Protection Agency (EPA) has promulgated effluent limitations and standards for the nonferrous metals manufacturing category pursuant to Sections 301, 304, 306, 307, and 501 of the Clean Water Act. The promulgated regulation contains effluent limitations for best practicable control technology currently available (BPT), and best available technology economically achievable (BAT), as well as pretreatment standards for new and existing sources (PSNS and PSES), and new source performance standards (NSPS). This development document presents the technical summary of EPA's study of the nonferrous-metals-manufacturing category. The volume summarizes the general findings of the study, while the remaining volumes contain supplements that detail specific results for each subcategory.
