Even with an apparent trend toward market economies, few electric power projects are fully privatized: in addition to the daunting capital requirements, a government may be unwilling to transfer total control of one of its most strategic industries to the private sector. As a result, many governments are proposing other kinds of investments to encourage private sector involvement in state-owned utilities. These options range from site and environmental studies, to professional training and management, to system planning and operations contracting. Together, these options provide unprecedented business opportunities for successful, experienced electric utilities. Also, this is one of the few times in recent history when international infrastructure projects call for the expertise of managers and operators as well as engineers and contractors. Few state-owned enterprises are as productive or profitable as they could be; few have delivered all the services or products necessary to keep pace with demand or to contribute to economic growth. In addition, their inefficient operations have cost governments money that could otherwise have been invested in improving economic conditions. Whether the projects are large or small, there is ample evidence that properly executed private ventures can succeed.
