Volume III of the report presents the analysis of each of the discretionary policy alternatives which were considered in detail in assessing the economic impact of compliance costs. To develop the incremental costs associated with compliance, each policy alternative considered in detail was analyzed relative to the requirements which would be imposed on each model mine. Of the 41 discretionary policy issues defined by OSM for the study, all of them were not considered in detail for underground mining. As discussed in Volume I, some of the issues were judged to lead to insignificant compliance costs while others are applicable only to surface mines. The descriptions of the model underground mines given in Volume I are repeated in Chapter 2.0 of the volume. The analyses of each policy issue are given in Chapter 3.0. For completeness, all issues are discussed in Chapter 3.0 even though it was not considered in detail. Where issues apply to surface mines, it is so noted with reference to Volume II where the detailed analyses of surface mining issues are discussed.
