The chapter describes the policy issues and alternatives which were considered in assessing the economic impact of compliance with land reclamation mining laws. Models of surface mines and underground mines which were used in the analysis are described. Forty-one discretionary policy issues were defined by the Office of Surface Mining, though all were not applicable to underground mining. Each of the three volumes of this report have been indexed separately.
