On the W. slope of the Colorado Rockies is part of the shale country (the Rio Blanco tract) under development by Standard Oil Co. (Indiana) and Gulf Oil Corp. Standard and Gulf are spending more than $15 million on initial development plans. The first plant, once underway, will represent a billion-dollar investment by the 2 companies and an annual payroll of $15 to $20 million. The operators are looking for an initial output of 50,000 bpd by 1980 or 1981, and as much as 300,000 bpd by 1988. The greatest stumbling block to successful completion would be a reduction in the world price of oil, because economists estimate the project could not support itself at less than $12 a bbl selling price, roughly the current cost of foreign crude.
