The Supreme Court confirmed the constitutionality of Title I and III and Section 210 of the Public Utility Regulatory Policies Act (PURPA) of 1978, and ruled that the regulated activities do affect interstate commerce and that PURPA does not erode state sovereignty. The Court was divided over the mandatory issues raised by the State of Mississippi, although support for the ruling on the Commerce Clause was unanimous. Justice O'Connor outlines the dissenting position. (DCK)
