We implement standard chiral perturbation theory to {ital O}({ital p}{sup 4}) by adding vector mesons. We show that it leads to a good agreement of the prediction for {sigma}({gamma}{gamma}{r arrow}{pi}{sup 0}{pi}{sup 0}) with experiments and the vector mesons unitarize the chiral amplitude in an effective way. We also consider {ital K}{sub {ital L}}{r arrow}{pi}{sup 0}{gamma}{gamma}, including the effect of vector mesons, and obtain a very distinct spectrum for two photons. Also, their effects on {gamma}{gamma}{r arrow}{pi}{sup +}{pi}{sup {minus}} and {ital K}{sup +}{r arrow}{pi}{sup +}{gamma}{gamma} are briefly discussed.
