The politics of hazardous waste

In this book, the author focuses on the manner in which political institutions and public officials deal with controversial and emotional US policy issues such as hazardous waste. At one level, the text offers a single-issue example of how the policymaking process works. The scope of waste disposal problems is discussed in the introductory chapter. Here the notion of problem definition and its attendant political consequences for the regulated community is fleshed out. Next, attention is directed to the enactment and implementation of the two principal federal statutes affecting the management and cleanup of hazardous wastes; i.e., the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation, and Liability Act (better known as Superfund). The concluding chapter is devoted to an examination of how well (or poorly) political institutions have performed in meeting their decision-making responsibilities and a brief discussion of several important policy issues requiring the attention of policymakers.
