Missouri's dioxin contamination, 1968-1988: The politics and administration of a hazardous-waste catastrophe

This study investigates the interorganizational network associated with Missouri's dioxin contamination over a 20-year period. The study is divided into three time periods to coincide with key changes in laws relating to hazardous waste: 1968-1975, 1975-1980 and 1980-1988. During each time frame, key events and key actors in the Missouri dioxin network are identified. The network(s) associated with Missouri's dioxin problem underwent significant change with the passage of new laws relating to hazardous waste - the Resource Conservation and Recovery Act (RCRA) and the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) or Superfund. In the case of Missouri, where a buyout of a city occurred, Superfund had more of an impact on the network than did RCRA, with the network expanding by leaps and bounds during 1982. The long-term impacts, concreteness of the issues, and social significance of the problem had the most pronounced effect on network expansion.
