The Resource Conservation and Recovery Act of 1976 (RCRA) was designed to prevent potential problems from hazardous wastes. Additional leg-isolation was required to address current problems. To this end, the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), also known as Superfund, was promulgated. CERCLA was designed to address the problems of cleaning up existing hazardous waste sits and responding to releases of hazardous substances into the environment. One of its major features was to establish unambiguously the party of parties responsible for cleanup. This article reports on the problems addressed by CERCLA.
