This background document, a proposed addendum to the 1988 background document, provides technical support for the treatment standards being proposed for K046 nonwaste waters in the reactive subcategory and for all K046 wastewaters. Waste waters are generally defined as wastes containing less than 1% (weight basis) total suspended solids and less than 1% total organic carbon. Wastes not meeting this definition are considered nonwastewaters.
