The Department of Energy Acquisition Regulations (DEAR) and the US Department of Energy's (DOE) management and operating (M O) contracts identify allowable and unallowable costs, restrict reimbursement to only allowable costs, and specify compliance requirements. The purpose of the audit was to review whether M O contractors complied with the allowable cost provisions of their contracts.
