The Department of Energy Acquisition Regulations (DEAR) and the US Department of Energy`s (DOE) management and operating (M&O) contracts identify allowable and unallowable costs, restrict reimbursement to only allowable costs, and specify compliance requirements. The purpose of the audit was to review whether M&O contractors complied with the allowable cost provisions of their contracts.
