Minimizing aboveground storage tank failures

Aboveground storage tanks (ASTs) have gained notoriety with both the public and legislators as equipment that is hazardous to the environment. Recent spills have promoted this view. Rules generally have been corrective rather than prescriptive or preventive measures, despite the fact that prescriptive measures often reduce the need for corrective actions and are less costly to implement in the long term. To help promote a prescriptive approach against future incidents, the American Petroleum Institute (API) has issued three documents. Primary among them is API Standard 653, Tank Inspection, Repair, Alteration, and Reconstruction. The remaining two recommended practices (RP 651, Cathodic Protection of Aboveground Petroleum Storage Tanks, and RP 652, Linings of Aboveground Petroleum Storage Tank Bottoms) offer guidance on other aspects of tank integrity. The paper explains the API Standard 653.
