The less wealthy you are the most important it is that you use what resources you do have efficiently, and that's as true for nations as it is for individuals. Part 3 of this four-part series on energy efficiency around the world assesses the low- and middle-income economies - and more challenges than successes are found. In the next issue, the last in this series, the other end of the spectrum, the high-income oil exporters will be examined, and an overview perspective on the entire series presented. This issue also contains the following: (1) ED refining netback data series for the US Gulf and West Coasts, Rotterdam, and Singapore for August 1988; and (2) ED fuel price/tax series for countries of the Western Hemisphere, August 1988 edition. 17 figures, 5 tables.
