Costs and beneficiaries of atlanta mass transit

Survey report:The objectives of the Metropolitan Atlanta Rapid Transit Authority have been to: provide reasonable access to jobs and social activities; minimize community impacts; and reduce traffic congestion. Since many of these objectives have not been met, a study to determine who are the beneficiaries of mass transportation in Atlanta was conducted. Resultant data on rider and nonrider characteristics, mass transit vs. the auto, and transportation policies are examined. The critical question remains whether mass transit will meet future demands as the automobile's advantages diminish. Thus far, MARTA's funding problems may prevent the implementation of transit service improvements in the suburbs, and the future effectiveness of MARTA's bus system relies on highways and streets, which may remain congested during peak hours if unrestricted automobile use continues. These conditions require immediate solutions. Recommendations for improvement of the MARTA system are presented. (1 map, 27 references, 2 tables)
